Extreme climate risks in Latin America: governance and social impacts

The increasing intensity of extreme climate events and their socio-environmental impacts pose growing challenges for contemporary societies, demanding urgent responses at local, regional, and global scales. Although global climate governance has historically been structured through international agreements and multilateral cooperation mechanisms, recent transformations in the international order have introduced new challenges to these arrangements. The erosion of international consensus, asymmetries in responsibilities and capabilities between countries, and disputes surrounding climate finance, technology transfer, and climate justice are reshaping the terms of debate and collective action.
At the same time, alongside the expansion of renewable energy, nature-based solutions, and decentralized energy systems, there is growing interest in emerging climate technologies, including proposals for solar geoengineering, particularly Solar Radiation Management (SRM) techniques, which aim to reflect a portion of incoming solar radiation in order to temporarily reduce global warming. These approaches raise important scientific, ethical, and political debates related environmental and health risks, governance, and regional inequalities.
This special issue invites contributions that critically examine the socio-environmental impacts of extreme climate events and the diverse strategies proposed to address them. We welcome papers addressing mitigation and adaptation policies, energy transition pathways, climate governance arrangements, and the development and implications of emerging climate technologies. Particular attention is given to perspectives, empirical experiences, and analytical frameworks emerging from Latin America.
The articles must be written in Spanish, Portuguese or English. We strongly advise authors to write in their mother tongue, if it is one of the journal’s official languages. The full versions of the manuscripts to be submitted to the external evaluation process, must be submitted by the authors anonymously into the Open Journal System (OJS) of Revista del CESLA. International Latin American Studies Review before September 30, 2026.
For this purpose, the authors should contact the Editorial Team at revistadelcesla@uw.edu.pl in order to be registered in the online system and gain access to their account.
The Editorial Team of Revista del CESLA will be in charge of communicating to the authors the results of the evaluations, as well as of sending them the comments of the external experts.
Important Dates and Deadlines:
Reception of articles proposals: until September 30, 2026.
Response and comments of the evaluators: before November 30, 2026.
Delivery of corrected versions of accepted articles (if necessary): December 7, 2026.
Publication of Volume: December 31, 2026.
